When does Manitoba's workplace menstrual product mandate take effect?

The regulation comes into force September 1, 2026, under amendments to Manitoba's Workplace Safety and Health Regulation announced on March 9, 2026.

Which employers in Manitoba must comply?

All Manitoba workplaces covered by the Workplace Safety and Health Act must provide free menstrual products to employees. That includes private, public, and non-profit employers of any size.

What menstrual products are required?

Both pads and tampons must be supplied at no cost to employees, in workplace washrooms or another accessible location.

How much will it cost employers?

Roughly $10 to $25 per menstruating employee per year, plus a one-time $20 to $300 for dispensers and disposal.

Where do the products need to be placed?

In workplace washrooms or another accessible location available to all employees who need them. Wall-mounted dispensers in each washroom are the most common solution.

Who enforces the mandate?

The Workplace Safety and Health Branch enforces compliance through routine workplace inspections, the same mechanism used for other workplace safety obligations.

Is Manitoba the first province to require this?

Yes. Manitoba is the first Canadian province to mandate free menstrual products in workplaces. Federal workplaces have been required to provide them since 2023.

What should employers do to prepare?

Audit each washroom, choose compliant products and dispensers, place a procurement order, and communicate the change to staff. Most employers need 6 to 8 weeks from order to install.
